Unless the client of your Builder is Tax Exempt ( Not for profit, school, municipality, etc.) you will have to pay sales tax. Whether or not it comes out of your pocket depends on your contract with your builder.

First of all there is no tax on labor, just parts.
If your builder has a ''sales tax exempt'' license then he does not have to pay tax. If he has no such license then he does.
