Start against an out side wall
the level change between the concrete floor and lino is so small that it does not matter just run the underlay over everything

A lot of floating floors require it to be nice and level to keep the planks from unlocking. I would be worried that the padding would compress under heavy loads. The right way to do it would be to pour a floor leveler on the lower section. It will self level itself. About $25 a bag, but could save you in the long run. I would start in the hallway or the biggest room. Always run the planks the longest measurement of the room. If all the rooms connect to the hallway, it might be the best place to start.
References :
start your layout in a long hallway...that is where the longest pieces are and that's where any flaws will appear the worst
